Reenactment Mortars Empty Reenactment Mortars

Im trying to make a ww1 stokes mortar for my group which works the same as GI44-45's M2 mortar.

I imagine a metal tube, a firing pin and an adapter for a shotgun blank.

Could a poly drainpipe tube be used with a metal inner?

Also how legal is this subject?
